Five Hunan Cities Approved as National Demonstration and Pilot Cities for IPR Powerhouse Construction

Recently, the China National Intellectual Property Administration issued the "Notice on Determining National Demonstration Cities and Pilot Cities for the Construction of Intellectual Property Rights Powerhouse". Five cities in Hunan Province have been approved as national demonstration cities and pilot cities for the construction of intellectual property rights powerhouse. Changsha and Xiangtan have been identified as demonstration cities, and Zhuzhou, Changde and Yiyang as pilot cities. 

Changsha is the only provincial capital city in China that establishes the Intellectual Property Office as a government department. It has introduced several measures to promote the in-situ transformation of intellectual property rights of Changsha colleges and universities. A total of 372 patents of these colleges and universities have been commercialized, with a value of 1.514 billion yuan. A 3,000-yuan risk compensation fund for intellectual property pledge financing was set up, providing 5.821 billion yuan of intellectual property pledge financing for more than 300 enterprises. The intellectual property pledge financing model in Changsha was recommended by the National Development and Reform Commission as a typical case of boosting the high-quality development of the real economy.

Xiangtan has been approved as a model city for the implementation of the national trademark strategy, a national intellectual property investment and financing pilot area and other 10 national honors. Xiangtan has built an intellectual property work system consisting of one service cluster area, one service window, two comprehensive service centers, six professional service centers and 6 workstations. The Hunan Provincial Intellectual Property (Xiangtan) Comprehensive Service Center located in Xiangtan High-tech Zone is home to 62 intellectual property service institutions and takes the lead in the province in expanding trademark registration services. It provides market entities with trademark and geographical indication registration services and patent interlocutory examination via an online single window.
