Annual Targets of Half of People’s Livelihood Projects Achieved Ahead of Schedule

On October 14, the Hunan Provincial Bureau of Statistics announced that among the 29 key livelihood matters in 20 categories in Hunan Province, 14 have achieved annual targets in the first three quarters of 2021.

Hunan Province has continuously accelerated the pace of implementing key livelihood projects, to resolve pressing difficulties and problems that are of great concern to the people, involving employment, education, medical services, housing, elderly care, and travel.

Statistics show that some key practical tasks have met or exceeded annual goals, including Furong school construction, public kindergarten enrollment increasing, government-subsidized vocational skill training, legal aid cases handling, 4G base station construction, administrative villages’ optical fiber communications projects, and rehabilitation services for disabled children.  

Standards of per capita subsistence allowance for urban and rural residents per month have met or exceeded the provincial targets. The subsidy of living expenses for disabled persons in need and that of nursing costs both are higher than the annual targets.

As of the end of the third quarter, in terms of improving public services, Hunan has made relatively slow progress in the construction of security equipment in public facilities of rural areas and bed renovation in nursing centers for people in extreme difficulty. In terms of infrastructure construction, the province made slow advance in building or renovating rural household toilets and public toilets. In terms of improving the level of medical services, the progress of free maternal and prenatal screening is relatively slow.
