Hunan’s 12 Counties (County-level Cities, and Urban Districts) Included in National Roof Distributed Photovoltaic Pilot Program

The National Energy Administration recently issued the “Announcement on the List of Pilots for the Development of Roof Distributed Photovoltaic in Counties (County-level Cities, and Urban Districts)”. There were 12 ones in Hunan Province included in the list.

They are: Liling City, Yuetang District, Xiangyin County, Wuling District, Lianyuan City, Qiyang City, Miluo City, Shuangfeng County, Nanxian County, Longhui County, Lengshuitan District, and Shaoyang County.

The “Notice” clarified that before the end of 2023, if the proportion of various rooftop photovoltaic power generation in the pilot area meets the requirements, it will be listed as a rooftop distributed photovoltaic development demonstration area.

The “Notice” pointed out that the work requirements of “being voluntary but not compulsory; being a pilot but not be approved; being in place but not dislocation; competition but no monopoly; and, non-suspended work” must be strictly implemented. The pilot areas must improve the business environment for new energy development and construction, reduce the non-technical cost of rooftop distributed photovoltaic development and construction, and ease the burden of investment and development enterprises. During the pilot process, it is not allowed to suspend or postpone other projects, such as project registration and grid connection on the grounds of carrying out the pilot program. Those who fail to implement national policies, arbitrarily add requirements, or increase the cost of enterprise development and construction in a disguised manner during the pilot process will be disqualified from the pilot program. Non-pilot ones should continue to carry out the development and construction of various photovoltaic power generation projects in accordance with existing relevant regulations.
