Hunan Pilot Free Trade Zone Changsha Area Headquarters Base Starts Construction

The Hunan Pilot Free Trade Zone Changsha Area Headquarters Base started construction on October 11. It is positioned as a free trade headquarters base featuring advanced manufacturing, high-end service industry and cross-border e-commerce.

An activity announcing the reform and innovation achievements of the Hunan Pilot Free Trade Zone Changsha Area over the past year was held simultaneously.

Wu Guiying, member of the Standing Committee of the CPC Hunan Provincial Committee and secretary of the CPC Changsha Municipal Committee; and He Baoxiang, Hunan vice governor and director of the Free Trade Office of Hunan Province, attended.

The Hunan Pilot Free Trade Zone Changsha Area has firmly adhered to the strategic positioning of “one base, one center, one pilot zone and one growth pole” since it was established on September 24, 2020. The area has conducted trials boldly, taken bold measures, and made amendments accordingly. Phased results have been achieved in the construction of the area.

--Institutional innovation. Thirty-three institutional innovation achievements have been accomplished, among which 12 are the first ones in China and 21 are the first ones in the province.

--Opening up and development. Project construction has been advanced at a deeper level. A total of 74 new projects worth 175.13 billion yuan have been introduced. The construction of opening-up channels has been accelerated. The area’s foreign trade value has reached 71.282 billion yuan.

--Business environment. The area has issued 21 supporting policies concerning personnel, scientific research, industry and opening-up. An all-round policy system has taken shape.

Five major functional platforms including the Hunan Pilot Free Trade Zone International Financial Port were awarded plaques on site. Ten major projects, including the GAC FCA Brand Revitalization Project and the Eternal Asia Supply Chain Regional Headquarters (Central and South China), were signed, with a total investment of 18.3 billion yuan.
