The Hunan Provincial Department of Industry and Information Technology and Changsha Central Sub-branch of the People’s Bank of China announced the “white list” of Hunan industry-finance cooperation manufacturing companies in 2021. A total of 1,014 high-quality enterprises made the list, an increase of about 25% over last year. The list included the province’s key advanced manufacturing industrial cluster and 20 industrial emerging superior industrial chains.

The “white list” system aims to provide better financial services for high-quality manufacturing enterprises. This year, the Hunan Provincial Department of Industry and Information Technology has provided “white list” application service for the first time through the provincial small and medium enterprises (SMEs) financing service platform. The platform uses the Internet, cloud computing, blockchain, and big data technology to effectively integrate credit data information of government departments such as market supervision, environmental protection, tax administration, justice, and financial regulation, and shortlist the candidates based on big data analysis, so as to achieve efficient and precise connection of government, bank and enterprise resources.

The selected companies achieved a business income of more than 217 billion yuan in 2020, with an average income of 215 million yuan for each. They generated a tax revenue of more than 16 billion yuan, with an average income of 16 million yuan for each. Of the total, there are 73 key enterprises in Hunan emerging superior industrial chains, 432 “specialized and innovative” small enterprises, 350 high-tech enterprises, and more than 800 enterprises that have participated in industrial projects of laying the foundations for better life, focused on innovation, and made breakthrough in key core technologies and workmanship.

Hunan Province took the lead in China in releasing the list of industry-finance cooperation manufacturing enterprises. So far Hunan has added 2,861 enterprises into the “white list”. Data showed that these enterprises have strong demand for financing. A total of 852 companies submitted financing applications and bank credit demand reached more than 69 billion yuan within three years.
