Between January and February, Hunan had 236 new “Four-Above” units, 15 more than the same period of last year. On March 19, the Hunan Provincial Bureau of Statistics announced that as of the end of February, Hunan has 4,1995 “Four-Above” units, a year-on-year increase of 6.9%.

The “Four-Above” units refer to:
1. The industrial enterprises above designated size;
2. The construction and real estate development and management companies with designated qualification or above;
3. The wholesale, retail, accommodation, and catering companies above designated size; and,
4. The service industries above designated size.

In the first two months of this year, owing to the epidemic impact, there were no new qualified “Four-Above” units in the construction industry and real estate development and operation industry. The wholesale and retail industries above the designated size and the service industries above the designated size showed growth advantages, growing by 86 and 82 respectively. The industries above designated size also showed resilience in development, with 53 new “Four-Above” units added. The accommodation and catering industry, despite the severe epidemic impact, had 15 new “Four-Above” units, 6 more than the same period last year.

In terms of regions, in the first two months, the newly-added units were mainly in the Changsha-Zhuzhou-Xiangtan area, especially in Changsha, with 187 added and accounting for 79.2% of the total. The imbalance in the development area of the “Four-Above” units has become more serious.

The statistics authority remarked that the “Four-Above” units directly reflect the growth scale of the enterprises in Hunan Province. They are the backbones of economic development, and will play important supporting roles in the calculation of Hunan's total economic volume throughout the year.
