Ceremony for Centralized Commencement and Completion of 1,509 Major Projects Held Across Hunan

The ceremony of the centralized commencement and completion of the third group of major projects in 2021 was held simultaneously in 13 cities and one prefecture on the morning of October 8, 2021. The centralized construction of 831 major projects started, and 678 ones completed. Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People’s Congress, attended the ceremony at the main venue in Changsha and announced the start of major projects including SAIC Volkswagen’s new energy vehicles. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, made a speech. Li Weiwei, chairwoman of the CPPCC Hunan Provincial Committee, attended.

Xie Jianhui, member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of Hunan Province, presided over the ceremony. Provincial leaders Zhang Jianfei, Wu Guiying, Liu Lianyu, and Chen Fei, attended.

The construction of 831 major projects each valued more than 50 million yuan was started across Hunan Province, with a total investment of 302.7 billion yuan. The annual planned investment reached 88.2 billion yuan, including 54 projects each with an investment of more than 1 billion yuan. Among them, SAIC Volkswagen’s new energy vehicle project had a total investment of about 8 billion yuan. It planned to build the new battery workshop with a planned annual production capacity of 150,000 sets of new energy batteries. It also reserved space for the to-be-upgraded 300,000 sets of annual production capacity, laying a solid foundation for the subsequent production of new energy vehicles.

The newly-started projects were mainly in such fields as major industrial chains, sci-tech innovation, major infrastructure, and public services. Among them, there were:
-151 infrastructure projects, focusing on the new infrastructure and new urbanization initiatives as well as major projects;
-525 industrial development projects, highlighting the construction of the “five-good” industrial parks, and such emerging advantageous industrial chains as high-end equipment manufacturing, new energy, new materials, and technological innovation;
-111 projects related to social and the people’s livelihood, concerning about affordable housing and old community renovation, public health, education and medical care, and nursing care for the elderly and the infant; and,
-44 eco-environmental protection ones, mainly about the remediation of prominent environmental problems in the Yangtze River Economic Belt, urban and rural sewage and garbage treatment, ecological restoration, and energy saving and emission reduction.

In terms of structure, these major projects will not only give full play to the leveraging role of government investment, but also strive to stimulate the vitality of private investment. Government investment focuses on such sectors as municipal and industrial park infrastructure, major technological innovation platforms, and the people’s livelihood to make up for shortcomings. Private investment puts more efforts on extending and strengthening industrial chains, expanding domestic demand, and promoting circulation. Private investment accounts for 83%, effectively playing the dominant role.

Centralized construction of 678 major projects each with an investment of more than 50 million yuan was completed. Among them, there were 76 infrastructure ones, 472 industrial development ones, 114 social and the people's livelihood ones, and 16 ecological and environmental protection ones. There were 37 projects each with an investment of over 1 billion yuan.

The third group of projects boasted a wide range, great influence, and strong driving force. Their implementation and operation will create new advantages for Hunan to implement the Three Highlands and Four New Missions Strategy.
