How to Register for Temporary Residence

For aliens living in a Chinese resident's apartment in urban areas, the host or the alien shall, with the alien's passport, certificate and the host's Residence Booklet, submit a report to the local public security organ within 24 hours of arrival, filling in Temporary Residence Registration Form; in rural areas, a report shall be submitted to local police station or residence office within 72 hours of arrival.

For aliens living in foreign institutions or foreigners' apartment in China, the host institutions or person or the alien shall, with the alien's passport or residence certificate, submit a report to the local public security organ within 24 hours of arrival, filling in Temporary Residence Registration Form. Aliens with permanent residence in China shall submit a report and go through the above registration procedures if they leave their lodgings and accommodate temporarily in other places, and shall go through the above registration procedures when they return their lodgings.

Aliens who lodge temporarily in movable living facilities shall submit a report to the local public security organ within 24 hours. Institutions or individuals that provide space for the aliens' movable living facilities shall submit a report to the local public security organ within 24 hours. 


Procedures: (From Foreign Enterprise Service Center of the Changsha High-tech Industrial Development Zone)
1.The person or the resident (institution) must apply to the police station in the jurisdiction of the residence within the specified time.

2.The applicant or agent should truthfully fill in the "Declaration Form for Accommodation Registration for Overseas Personnel"

3. Scan and save the valid ID data page (photo page) of the applicant, and enter it into the comprehensive information management system of the police station together with the contents of the "Overseas Personnel Accommodation Registration Form".

4.Print out the "Registration Form for Overseas Personnel Accommodation" and sign it for confirmation after the applicant or agent verifies that it is correct;

5. Print out the "Registration Form of Temporary Accommodation for Overseas Personnel", affix the "Special Seal for Registration of Overseas Personnel Accommodation" by the police station, and submit it to the declarant or agent.

6. If the applicant or agent provides incomplete certification materials, they shall register first and inform them to supplement relevant materials within 3 working days. After the materials are complete, the "Registration Form of Temporary Accommodation for Overseas Personnel" will be issued.


The following information is about the required documents. Please choose an item dependings on your own circumstances.
I. If you rent housing on your own, you should take your passport and lease contract for check. You also should submit:
1.Copy of the certain passport pages including personal information,photo,valid visa and latest entry stamp pages.
2.Copy of the certain lease contract pages including address, lease term and lease signature pages.

II. If you live in the apartment of your relatives or friends, you should take your passport, your relatives/ friends' ID card or passport and related accommodation certificates for check. You also should submit:
1.Copy of the certain passport pages including personal information ,photo,valid visa and latest entry stamp pages.
2. Copy of your relatives/ friends' ID card or passport (pages of information).
3. Copy of House Property Certificate or House Leasing card.
4. Copy of Page One and Page Two of Residence Booklet (hukou).

III. If you reside in the apartment offered by the organization which you' re working for, you should take your passport and Lease contract for check. You also should submit:
1.Copy of the certain passport pages including personal information ,photo,valid visa and latest entry stamp pages.
2. Copy of the certain pages of lease contract including address, lease term and the lessee signature pages.

IV If you register the temporary residence at the same address again, you're required to submit:
Copy of latest entry stamp page (e.g., the visa page of your passport is modified,you also need to provide us the copy of it).If necessary, you should also submit other related certificate.

The following is the Administrative Measures on Temporary Accommodation Registration of Aliens:
Legal Basis: Law on the Entry and Exit of Aliens of People's Republic of China and the rules for its implementation
Responsible Institution: the local Public Security Bureau (PSB) Exit and Entry Administration office
Conditions: The alien's certificate (valid passport or valid documentation replacing the passport) and the host's Residence Booklet (hukou)
Charge: Free


Points for Attention:

The residence and accommodation of foreigners shall register for temporary residence, namely temporary accommodation registration information. Basic content covers name, nationality, age, sex, type of certificate, certificate number, type of visa, visa expiry date, date of check in, date of check out, reception unit, room number etc.

All items shall be consistent with that of filled-in Temporary Residence Registration Form, such as the names on valid certificates held by the alien (including surname, given name, Chinese name), nationality, date of birth, sex, type of certificate, certificate number, type of visa, visa expiry date etc. Items such as room number, date of check in, date of check out, reception unit shall be filled in completely, and no uncompleted or mistaken item is allowed.

Aliens who lodge temporarily in movable living facilities shall submit a report to the local public security organ within 24 hours. Institutions or individuals that provide space for the aliens' movable living facilities shall submit a report to the local public security organ within 24 hours.
