Legal Basis:
Article 61 of the Regulations of the People’s Republic of China on Chinese-Foreign Cooperation in Running Schools (promulgated by Decree No. 372 of the State Council of the People’s Republic of China on March 1, 2003 and amended on July 18, 2013)；
Article 36 of the Implementation Measures for the Regulation of the People's Republic of China on Chinese-foreign Cooperative Education (promulgated by Decree No.20 of Ministry of Education of the People’s Republic of China)
Qualifications:
The applying institution shall meet the following requirements:
1. An educational institution which applies for establishing a Chinese-foreign cooperatively-run school shall have the legal person status.
2. They shall not offer compulsory education service or special education services such as military, police and political education services.
3. The type and level of the Chinese-Foreign cooperatively-run educational projects shall conform to those of foreign educational institutions and Chinese educational institutions, and shall generally be held in a Chinese educational institution that already has the same or similar majors and courses. For offering a new major or course, Chinese educational institutions shall have qualified teachers, equipment and facilities in the major or course.
Materials Required:
In applying for establishing a Chinese-foreign cooperatively-run school, the Chinese educational institutions shall submit the following materials:
1. the Application Form for Chinese-Foreign Cooperatively-run Educational Projects (one copy)
2. Cooperative agreement (one copy)
3. Legal person qualification certificates of Chinese and foreign cooperators in running schools (one copy)
4. Certification(s) testifying that the Chinese and foreign cooperators in running schools are educational institutions (confirmation needed) (one copy);
5. Academic certificates issued by a foreign educational institution. (for those who are required to issue such certificates) (one original)
6. Sample of academic certificates issued by a Chinese educational institution (one original)
7. Personnel Training Program (one copy)
8. Cost calculation (one copy)
9. The applicant’s certification documents (one copy)
10. Source of teachers (one copy)
