Part II Goals for 2017
No.1 livelihood project: poverty alleviation

Annual targets:

  • To reduce rural poor population by 1.1 million;
  • To lift 10 poor counties and at least 2,500 poor villages out of poverty;
  • To guarantee basic living standard of about 450,000 people who are unable to work.

Poverty relief measures:

Developing featured industry, finding jobs elsewhere, relocating the poor, making ecological compensation, improving education, providing better healthcare, and, guaranteeing basic living standard of those unable to work.

  • To relocate 330,000 impoverished people
  • To increase poverty reduction fund from provincial budget by over 25%
  • To realize full coverage of nutrition improvement program for rural students at the stage of enjoying compulsory education
  • To promote partner assistance between enterprises and poor villages, and enterprises and vocational colleges, in order to guarantee employment of one child in each poor household
  • To launch a Three-year Plan for addressing critical issues of infrastructure and public service in poor villages

To rebuild 160,000 dilapidated houses in rural areas
To give access of safe drinking water to 1.2 million people

  • To set up a mechanism to promote employment via key projects
Income

To increase urban and rural residents’ property incomes through multiple channels, including implementing regional additional allowance system, salary system reform of public hospitals, and distribution-incentive measures of high-level personnel in public institutions

Social security
  • To integrate basic medical insurance system for urban and rural residents
  • To raise government subsidies on basic medical insurance for urban and rural residents
  • To deepen reform of critical illness insurance system and medical insurance payments
  • To push forward and supplement pilot projects on employment injury insurance
  • To integrate rural minimum living guarantee line with poverty alleviation line
  • To provide medical assistance for people with difficulties including migrant workers suffer from pneumoconiosis
Culture
  • To promote provincewide reading and build a culture-rich Hunan
  • To accelerate the building of Hunan Provincial Museum, Hunan Provincial Gallery, and new Hunan Provincial Library
  • To carry forward application for World Cultural Heritage status of Dong villages
  • To propel the construction of Malanshan Creative Industrial Park
Education
  • To speed up inclusive preschool education
  • To ensure equality of educational opportunities for compulsory education of children of rural migrant workers working in cities
  • To advance planning and construction of kindergartens, primary and secondary schools, and university town which nestles at the foot of Yuelu Mountain
Medical treatment
  • To speed up inclusive preschool education
  • To ensure equality of educational opportunities for compulsory education of children of rural migrant workers working in cities
