India Investment Promotion Seminar Held in Changsha

  Secretary of the CPC Hunan Provincial Committee Zhou Qiang meets with Indian Ambassador to China S. Jaishankar on December 5.
  "India is mostly situated to the south of Hunan Province, and we sincerely hope more Hunan enterprises will invest in India, shifting their focus from the 'west' to the 'south'", Indian Ambassador to China S. Jaishankar made the remarks at a seminar on promotion of investment opportunities in India held on the afternoon of December 5. Mr. Indra Mani Pandey, Consul General of India in Guangzhou, attended the seminar.
  S. Jaishankar stated that, along with the booming economic cooperation between China and India, trade flows between the two sides have been greatly facilitated, however, some improvement still need to be made.
  According to the statistics of India, China's exports to India hit 41 billion USD in 2010, while Indian exports to China stood at 21 billion USD, resulting in an enormous trade deficit of 20 billion USD. Given the present small amount of two-way investment, one of the best solutions to the trade gap between China and India is to attract more Chinese enterprises to invest in India so as to achieve a win-win result.
  S. Jaishankar hoped that more Hunan enterprises will take India as their investment destination and this seminar can be a great chance for Hunan enterprises to learn about India's investment opportunities. He also encouraged more Indian enterprises to seek business opportunities in Hunan.

  Secretary of the CPC Hunan Provincial Committee Zhou Qiang met in Changsha with Mr. Aizo Nishimuro, adviser to Toshiba Corporation on Dec. 26.
  Secretary Zhou welcomed Aizo Nishimuro to Hunan again after his visit as the chief Japanese member of the Third Session of the Fifth 21st Century Committee for China-Japan Friendship this October.
  Zhou affirmed and treasured the expanding exchanges and cooperation between Hunan and Japan in various fields, and the promising investment in Hunan by Japanese enterprises like Mitsubishi Motors and Sumitomo Tires in recent years. Meanwhile, Hunan will continue to encourage and support the cooperation between the two sides, and expects more flourishing achievements will be made in the bilateral cooperation in such areas as trade, culture, education, science & technology, environmental protection and finance. 
  Aizo Nishinuro expressed that he was deeply impressed by Hunan’s accomplishments and prospects for development, and always expects to promote new progress for business cooperation between Japan and Hunan through further communication.

The 2nd International View Stone & Mineral Crystal Forum opened on December 1 in Chenzhou City, Hunan Province.

Nearly 6,000 view stones and mineral crystals from both home and abroad were showcased in the Rare Stone Exhibition Hall of Chenzhou City, attracting mineralogists and mineral crystal collectors from 21 countries and regions.

In 2010, the view stone industry in Chenzhou yielded an output value of over 500 million yuan, with the yearly trading volume hitting 300 million yuan. Over 80 thousand people were directly engaged in the production and marketing of view stones. In July, 2011, Chenzhou was laurelled with “China's View Stone City and Mineral Crystal Capital” by the View Stone Association of China (VSAC).

Editor of "The Mineralogical Record" magazine Tom Moore, owner of Ottens Mineralien Bert Ottens a (well-known specialist in Indian and Chinese minerals), and Former Director of the U.S. National Arboretum Washington, D.C. Thomas Elias, delivered speeches at the forum, introducing the collecting history and evaluation criteria of view stones in western countries.

Hunan and Italian Marche to Promote Economic Cooperation

Secretary and vice secretary of the CPC Hunan Provincial Committee Zhou Qiang and Xu Shousheng met Italian Marche President Gian Mario Spacca and his associates in Changsha on November 28.
    
Zhou said communication and cooperation between Hunan and Italy has strengthened in recent years. Today, Hunan’s economic development maintains a favorable momentum with a powerful driving force. He expressed his desire of both sides furthering their practical cooperation in fields like light industry by intensifying interaction and communication between enterprises.
    
“An open Hunan welcomes investment from Italian enterprises.” said Xu. Hunan and Italy have established a sound cooperative relationship. He assured the delegation that Hunan will provide convenient and fast service for Italian entrepreneurs and investors.
    
Spacca responded with equal amount of enthusiasm indicating that Italian enterprises developed soundly in Hunan. He believed communication between both sides has a solid foundation and felt confident that the cooperation will deepen. He said he was looking forward to cooperative achievements in sectors like electronic information and fashion designing.

The activity “Moved by Changsha · Blessing Changsha” was held on November 11. Over 100 foreigners in Changsha toured around the city. Changsha Mayor Zhang Jianfei attended the opening ceremony.

Zhang hoped that foreigners' visit to key construction projects will enable them to have a better understanding of Changsha, and better adapt themselves to this beautiful city that is full of vigor, picturesque scenery, profound historic and cultural essence, and modern flavor. He also invited foreigners to offer suggestions for the city's development.

The 11 key visited projects have exerted great influence on Changsha's development, including key water control project of the Xiangjiang River, Yanghu Wetland Park, Planning Exhibition Hall of West Changsha Pioneering District, Guangming Village, and Orange Isle. Some projects have been finished, while some are under construction.

Officials from Developing Countries Study Vocational Education in HRPTC, Zhuzhou

24 officials from 16 developing countries including Jordan, Nigeria, Costa Rica and Argentina visited Hunan Railway Professional Technology College (HRPTC) recently, to listen to the lectures delivered by Chinese experts in vocational education.

The officials came to Hunan to attend the Seminar of Vocational Education for Developing Countries, hosted by the Ministry of Commerce of the People's Republic of China and undertaken by the Hunan Research Base for International Commercial Officials.

The seminar aims at introducing the current development and features of Chinese vocational education, accumulating related experiences in the reform and management of vocational education, so as to promote the exchange and cooperation with other developing countries in this field.

The officials also spent a day at the CSR Zhuzhou Electric Locomotive Company Limited, internship base of Hunan Railway Professional Technology College.

Hunan, Georgia Sign Friendly Cooperation Agreement

An agreement between Hunan and Georgia of the United States on the establishment of friendly cooperation has been singed in Changsha, capital of Hunan province on the morning of Oct. 20th. Xu Shousheng, governor of Hunan Province, presented at the signing ceremony and met with Georgia State Governor Nathan Deal and his delegation.

Governor Xu hoped that Nathan Deal's visit this time will be taken as an opportunity for Hunan to develop an all-round comprehensive exchanges and cooperation with Georgia at various levels, especially in such areas as modern equipment manufacturing, new energy, new materials, biomedicine, electronic information, environmental engineering and cultural creativity, so as to promote mutual development of the two sides.

SANY has offered a number of job opportunities in Georgia and has become one of the major investors there, as Nathan Deal said. He looks forward to further promoting mutual understanding and enhancing exchanges and cooperation between the two sides in economy, culture and education.

According to the friendly cooperation agreement, a mechanism concerning high level exchange visits is to be shaped; and various forms of exchanges and cooperation will be carried out in the areas of agriculture, economy, science and technology, tourism, culture and education.

Zhou Qiang Meets North Carolina State Governor

Zhou Qiang, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People’s Congress, met in Beijing with North Carolina State Governor Beverly Perdue from U.S. on the morning of Oct. 19.
  
Secretary Zhou appreciated Perdue’s contribution to the establishment of the communicative mechanism of China-U.S. Governors Forum. Zhou stated that Hunan and North Carolina enjoy remarkable complementarities in economic development. The two sides are expected to propel substantial communication and keep exchanging visits, so as to enhance the comprehensive cooperation in the areas of equipment manufacturing, finance, bio-medicine, agriculture, science, education and culture.
  
North Carolina attaches great importance to the friendly ties with Hunan Province, and expects further cooperation under the background of globalization, said Perdue. She hoped Hunan and North Carolina to give full play to their own advantages so as to promote the cooperation in areas such as bio-medicine, finance, new energy and modern agriculture. North Carolina will take the opportunities to intensify in-depth and long-term cooperation with Hunan Province.

2011 Cross-Strait Shennong Cultural Festival Memorial Ceremony

The 2011 Cross-Strait Shennong (Emperor Yan) Memorial Ceremony, as one of the events of the 2011 Cross-Strait Shennong Cultural Festival (CSSCF), commenced in Yanling County of Zhuzhou City, Hunan Province on October 14. More than 5,000 people from across the Taiwan Strait attended the ceremony.

The memorial ceremony started at 9:09 a.m. Representatives from both sides of the Taiwan Straits lighted the sacred flame together, which marks the cultural exchanges between Taiwan and the mainland China.

Vice Premier Urges to Strengthen Quality and Allocation Management of Indemnificatory Housing Projects

The working conference for enhancing quality and allocation management of low-income and comfortable housing projects was convened in Changsha on Oct.11. Vice Premier Li Keqiang presided over the meeting and delivered an important speech. He stressed that quality and fair distribution are the cores of the projects, and great endeavors should be made to construct people-satisfying projects with high quality and fair distribution.

He pointed out that task completion and reliable quality should be highlighted to promote the low-income and comfortable housing projects. Priority should be given to housing construction among most of the projects that are under construction. Active efforts should be made to combine government guarantee and market supply so as to improve housing conditions of low and middle-income families.

Secretary of the CPC Hunan Provincial Committee Zhou Qiang and Governor of Hunan Province Xu Shousheng delivered speeches at the conference, pledgeing to conscientiously implement the guidelines of the meeting.

BEIJING, Oct. 11 (Xinhua) -- Vice Premier Li Keqiang called for more efforts to expand domestic demand and balance urban and rural development in a bid to facilitate the country's economic restructuring and improve the livelihoods of China's people.

Li made the remarks during an inspection tour of central China's Hunan province that lasted from Oct. 10 to 11.

During his inspection, Li visited rural households in the Xiangxi Tujia and Miao Autonomous Prefecture, as well as a hybrid rice research center and a digital data processing company in the provincial capital of Changsha.

Li said local governments should work harder to improve livelihoods as part of the country's efforts to reform the income distribution system and promote coordinated social and economic development.

"Basic livelihood problems concerning education, housing, health care and social security must be resolved for the sake of better living standards, increasing domestic demand and sound economic growth," he said.

Li said rural areas and underdeveloped regions, which boast great potential for increasing domestic demand, are the key to building a moderately prosperous society in China.

When inspecting a national hybrid rice research center in Changsha, Li pledged more support for researchers in order to allow them to make more breakthroughs in boosting hybrid rice output.

Li also called for increased innovation in the development of China's agricultural industry as a whole in order to ensure grain supplies and stabilize food prices.

Hosted by the Hunan Provincial People's Government, the grand ceremony in memory of Yandi (Emperor Yan) was grandly launched on Sept. 28 at the Mausoleum of Yandi in Yanling County. Over 10,000 representatives in and outside Hunan Province gathered there and held a solemn sacrificial ritual to commemorate Emperor Yan. Li Jinhua, vice chairman of the CPPCC National Committee, attended the ceremony and Xu Shousheng, Hunan governor, officiated at the service.
    
At 9:09 a.m., the memorial ceremony began with nine beats of drum and gong. Young men in ancient costumes presented the Three Animals (oxen, sheep and pigs) and the Five Cereals (rice, maize, millet, wheat and beans), fresh tributes and wines on the altar. An 800-people chorus sang the song "Pay a tribute to Yandi" to show admiration for Shennong, the earliest ancestor of Chinese civilization and the father of Chinese agriculture.
    
Representatives from all walks of life presented baskets of flowers, offered incense and bowed three times to the Yandi Mausoleum. And Governor Xu read aloud the elegiac address for Emperor Yan. After the ceremony, all participants entered Shen Nong Hall to pay respect to Yandi's statue. Subsequently, a grand ritual of opening the meridian gate was held.

At the opening ceremony of Hunan-Taiwan Financial Cooperation Forum held on the afternoon of September 4 in Chenzhou, Secretary of the CPC Hunan Provincial Committee Zhou Qiang received a joint interview by approximately one hundred journalists from 42 media in mainland China and Taiwan. Secretary Zhou introduced the economic and social development of Hunan Province and answered questions from the journalists who received warm welcome from the Secretary.

Xiangtan Municipal Government Delegation Visits Lutsk of Ukraine

At the invitation of Lutsk Mayor of Ukraine, a six-member delegation from the Xiangtan Municipal People's Government kicked off a goodwill visit to the sister city Lutsk a few days ago. The delegation was headed by Cai Jianhe, Xiangtan executive vice mayor.

During their stay, they took part in Lutsk's economic development exhibition and the 926th anniversary of the foundation of the city.

Pediatricians from Developing Countries Complete Training in Hunan

Organized by the Ministry of Commerce of the PRC and undertaken by Hunan Children's Hospital, the Fourth Training Course on Curing Critical Pediatric Illnesses drew its curtain on August 18, 2011. Twenty-five pediatricians from 11 Asian, African, and Latin American countries and regions concluded their three-month study.
  
Before the graduation ceremony, these pediatricians intensified drills and training on self-aid and mutual aid skills in case of accident. Beside first-aid theoretic study, they learnt skills including cardio-pulmonary resuscitation, removal of airway foreign bodies, haemostasis, wounds binding up, fixation, and handling operation.
  
The training course is China's only course tailored for developing countries in pediatric aiding. The training courses held in Hunan for four times have cultivated 136 medical talents for 35 Asian, African, American, and European countries.

President of Liberia Inspected Agricultural Technology Demonstration Center

It is the first anniversary of the China-aid Agricultural Technology Demonstration Center handed over from Liberia to China on July 22, 2011.
  
Ellen Johnson Sirleaf, president of Liberia, Zhao Jianhua, Chinese ambassador to Liberia accompanied by other leaders were present to inspect the center.
  
Undertaken by Yuan Longping High-tech Agriculture Co. Ltd of Hunan province, the project of the China-aid Agricultural Technology Demonstration Center was launched in 2008 and formally completed in July, 2010.
  
The President and Ambassador Zhao first visited the propaganda wall in the center —photos showing "turning wasteland into paddy fields" and "the first training course in the center".  
 
The project team reported their work progress and the condition of the agricultural machines which are aided by Hunan province.
  
The President and the Ambassador also attended the rice harvesting ceremony. The President affirmed that Chinese experts have made great efforts and achievements to promote the agricultural development in Liberia, and also hoped the experts will cultivate more local agriculture talents.

Australian Minister for Trade Holds a Seminar on Sustainable Development in Changsha

In order to increase mutual understanding and promote further cooperation on sustainable development between Hunan Province, China and Australia in economy and trade area, the economy and trade delegation of about 120 representatives headed by Craig Emerson, Australian minister for trade, visited Changsha on August 5, 2011. A seminar themed "The Sustainable Future: Cooperation on Clean Technology and Environment Treatment between China and Australia" was held in this regard.
 
The seminar was hosted by David Dukes, Australian Commercial Counselor to China. 2011 Sino-Korean Juvenile Exchange Week Unveiled

Ten juveniles from Pocheon, a landlocked city of South Korea, commenced their special home-stay experiences in Zhuzhou's local families on July 28, which marks the launching of "China Zhuzhou & South Koreas Pecheon" 2011 Sino-Korean Juvenile Exchange.

Undertaken by the Foreign and Overseas Chinese Affairs Office of Zhuzhou City, 20 middle students equally from Zhuzhou and Pocheon at the invitation of the Zhuzhou Municipal People's Government participated in the event. The week-long exchange activities will be carried out in groups.

During their stay in Zhuzhou, juveniles from Pocheon are scheduled to spend three nights in their counterparts' homes to experience Chinese family life and get a better understanding of Chinese culture. In addition, they are set to visit Zhuzhou City Planning Exhibition Hall, Holy Farmer Town, Xiangjiang River Scenic Belt and Liling Ceramic Production Base, aiming to obtain a full picture of Zhuzhou's past, present and future.

On Aug. 7, the ten Zhuzhou juveniles will start their seven-day exchange activity in Posheon.

Two top leaders of the African Regional Organization of the International Confederation of Free Trade Unions (ICFTU) led a delegation to Changsha on July 24. African Agricultural Officials and Experts Learn about Hybrid Corn Technologies in Hunan

Thirty-five agricultural officials and experts from 16 African countries including Cameroon and Ethiopia inspected the production of hybrid corn in Yongshun County, Xiangxi Tujia and Miao Autonomous Region, Hunan Province, from July 18 to 24.

China's arable land, only accounting for 9% of its whole land area, ensures the grain supply for 20% population of the world. Its agricultural technologies are also applicable to Africa, said Annie, an agricultural expert from Cameroon.

In Peng Jifu's upland crop research institute, African friends and Chinese experts conducted in-depth discussions about technologies of hybrid corn like Xiangyu No.1.

Each expert was given improved corn varieties when leaving. “I hope that China's Xiangyu No.1 will be introduced to Africa and benefit our people”, said John from Kenya.

Zhuzhou to Deliver Intercity Express Trains to Malaysia

The first batch of intercity express trains to be exported to Malaysia rolled off the production line in CSR Zhuzhou Electric Locomotive Co., Ltd. on the afternoon of July 6.

Ministry of Transport, Malaysia placed an order with the company last July for 228 inter-city express trains. It was the first time that high-end inter-city express trains researched and made in China were exported in a batch to other countries. It also set the record in the amount of power-driven express trains exported to other countries.
  
The finished trains are to be put into use in Malaysia within this month, and the rest are to be delivered within two years.

Guo briefed the guests on Hunan's economic and cultural development. He said that Hunan has enjoyed a great momentum in its social and economic development in recent years and hoped the Spanish Consulate General in Guangzhou would help enhance cooperation between Hunan and Spain in various fields and at different levels.

Carlos Morales, who was visiting Hunan on April 21-22, said that the province's geographic advantages and convenient transportation have given a strong push to its commercial and tourism development.

He introduced that, with tourism accounting for some 12 percent of its GNP, Spain is a world leading tourism country and he hoped the two sides would strengthen exchange and cooperation in tourism and service industry.

Mr. Xu fielded reporters’ questions ranging from e-government, modern agriculture, pollution control and industrial transfer in full patience.
  
The essence of Hunan’s strategy of new-type industrialization, agricultural modernization, informatization and the building of a resource-conserving and environment-friendly society in an all-round way is to adhere to scientific development, said Mr. Xu, and the key lies in the transformation of economic development mode, the adjustment of economic structure, and the realization of green and sustainable development. He further stated that its assessment index has come out, which calls for resource conservation, decrease of energy and material consumption and the balance between development speed and efficiency.

The Press Conference on Hunan's Mother River Protection Project Held

The press conference on the campaign of the youths' commitment to the protectioon of mother river in Hunan (the Xiangjiang River) was held in Changsha Dolton Hotel on March 1, 2011. 
 

On behalf of the organizers, Yan Hailin, deputy secretary of the CYL Hunan Provincial Committee and director of the Leading Group Office for Mother River Protection of Hunan Province, briefed the present news media on relevant situation of the campaign.

Zhou Qiang Attends NGA Winter Meeting

Zhou Qiang, secretary of the CPC Hunan Provincial Committee, attended the three-day National Governors Association (NGA) Winter Meeting beginning on Feb.26. 

At the meeting, China and the United States signed an agreement to formally establish the China-U.S. Governors Forum to promote sub-national exchanges and cooperation. 

This forum will serve as an important communication platform between Chinese provincial and U.S. state governors in a bid to promote practical cooperation at provincial level in such areas as trade, investment, energy, environment and culture.

Zhou delivered a keynote speech titled "Working Together for a Better Future through Enhanced Bilateral Exchange and Cooperation". He said that Hunan is among the first Chinese provinces to establish friendly relations with the United States and stands ready to work with its states to step up consultations and coordination. 

Zhou also suggested the two sides to enhance dialogues and exchanges, strengthen economic and trade cooperation, and promote people-to-people communications. Zhou Qiang's visit to the United States has received extensive attention from U.S. government and public. 

Before the meeting, Zhou meets separately with Secretary of State Hillary Clinton and NSC (National Security Council) Senior Director for Asian Affairs Jeffrey Bader. During the meeting, Zhou had high-level talks with governors from six states including Washington, Nebraska, North Carolina, Delaware, and Utah, reaching an understanding on the cooperation between Hunan and the sub-national governments of the States. On Feb. 26, Zhou Qiang, secretary of the CPC Hunan Provincial Committee remarked that China was cited four times in the State of the Union Address delivered by U.S. President Barack Obama on January 25, 2011. Among them, the world's fastest computer and high-speed railway are in connection with Hunan.

On the same day, Secretary Zhou participated in the Annual Winter Conference of National Governors Association and the Signing Ceremony of the U.S.-China Governors Forum Agreement in Washington.

Mr. Zhou stated that Hunan and America enjoy broad cooperation prospects. He proposed three dimensions of further strengthening cooperation and exchange between Hunan and US states, that is, enhancing dialogues and exchanges, strengthening economic and trade cooperation, and promoting people-to-people exchange.

Hunan's Forest Density Reached 57.01% During 2010

Recently, the Information Office of the Hunan Provincial People's Government held a press conference briefing on the achievements of Hunan's forestry development during the period of the Eleventh Five-Year Plan period (2006-2010). 

According to the conference, rich forest resources and friendly ecological environment have become Hunan's greatest advantages and wealth. By 2015, the end of the Twelfth Five-Year Plan period (2011-2015), the province's forest coverage rate is going to overpass 57%. 

In 1998 when a great flood occurred along the Yangtze River Basin, several wild elks were washed from the upper reaches of the river down to the Dongting Lake area. At present, there have been a group of wild elks in Hunan. 

During the past five years, an area of 15.431 million mu (about 1,028,733.3 hectares) was afforested in Hunan; the newly increased area fenced off for afforestation totaled 14 million mu (about 933,333.3 hectares); the quality of afforested area continued to excel other provinces across the whole country. 

By the end of 2010, the area of forest and wet land accounted for 81.81% of the total land of the province and the area of forestland came to 194 million mu (about 12,933,333.3 hectares), with the forest coverage rate and the urban greening coverage rate reaching 57.01% and 36.59% respectively. The per capita public greenbelt area arrived at 8.47 square meters and the forest storage volume hit 402 million cubic meters. 

According to the monitoring data, the total value of Hunan's forest ecological benefits achieved 849.2 billion yuan. The output value obtaining from the province's forest sector rose from 45.4 billion yuan to 115 billion yuan, making this sector the eighth one with the annual output value exceeding 100 billion yuan in Hunan.

Yongzhou Government Launches a Five-year Plan to Build a Green City

A five-year green action plan of Yongzhou City, focusing on creating a favorable ecological environment, a comfortable living environment and an outstanding ecological civilization, drew its curtain with an oath-taking rally held on the morning of February 14, 2011.

The one-million-signature campaign of building green Yongzhou was also launched on the occasion.

Located in the upper reaches of the Xiangjiang River, Yongzhou City bears the mission of protecting Hunan's mother river. For this reason, the CPC Yongzhou Municipal Committee and Yongzhou Municipal People's Government proposed to follow the Green Yongzhou strategy and build the city into a National Forest City, National Clean City, National Tourism City, National Famous Historic and Cultural City and National Livable City during the Twelfth Five-Year Plan period (2011-2015).

Starting from this year, Yongzhou will implement its five-year green action plan across the city and strive to realize afforestation in an area of 2 million mu (about 133,333 hectares) and enhance forest management in an area of 10 million mu (about 666,667 hectares) within five years.

To achieve the goal, efforts will be made in 5 areas, namely, the greening in the city proper, the greening in areas surrounding the city and on roadsides and riversides, the establishment of special economic forest bases and fast-growing and high-yielding timber bases, and the enhancing of enclosure and forest management.

Hunan Commends Outstanding Athletes of Guangzhou Asian Games and Asian Para Games

Braving the unmelted snow, Chen Run'er, member of the Standing Committee of the CPC Hunan Provincial Committee and secretary of the CPC Changsha Municipal Committee, went to Ningxiang County to visit the old with no family in the local nursing homes and laid-off workers. He also inspected the grass-roots CPC organizations and enterprises with financial difficulties, to which he present New Year greetings as well as cares on behalf of the Party and the government. Municipal leaders such as Cheng Shuiquan, Zhang Jianguo and Li Jun accompanied the visit.

Greatly concerned about the livelihood of laid-off workers, Secretary Chen visited and talked with them until 12 o'clock at noon. Later, he went to the Nitrogen Fertilizer Plant of Ningxiang County. In the shabby three-storyed building, Secretary Chen had a talk with the person in charge who did not leave for holiday.

Secretary Zhou Qiang Visits Officers and Soldiers in Hunan

Recently, Zhou Qiang, secretary of the CPC Hunan Provincial Committee, director of the Standing Committee of the Hunan Provincial People's Congress, and the first secretary of the Party committee of Hunan Provincial Military Area Command, paid a visit to the officers and soldiers in National University of Defense Technology (NUDT) and Hunan Provincial Military Area Command.

On the afternoon of Jan. 25, Secretary of the CPC Changsha Municipal Committee Zhou Qiang met in Changsha with Chairman of Corporate Finance, Asia and Head of Corporate and Investment Bank in China of Deutsche Bank Henry Cai and his delegation.

Secretary Zhou remarks that Hunan Province has maintained a high and sustainable economic growth over the "Eleventh Five-Year Plan" (2006-2010) period, achieving remarkable results in its endeavors of promoting industrial transfer, building platforms for international cooperation, inviting strategic investors and facilitating Hunan enterprises' development abroad.

For the "Twelfth Five-Year Plan"(2011-2015) period, Hunan will continue to boost new-type industrialization, new-type urbanization, agricultural modernization and informatization and the building of the "Two-oriented" Society (resource-conserving and environmentally-friendly society), and vigorously internationalize its service sectors such as financial services, introduced Zhou.

Zhou Qiang, secretary of the CPC Hunan Provincial Committee, and Chen Run'er, secretary of the CPC Changsha Municipal Committee, visited rural migrant workers in Changsha and extended their sincere wishes for the Spring Festival on the afternoon of Jan. 17.

In the busy construction site of Wangchengpo Station of the Subway Line No.2 in Changsha, Secretary Zhou visited over 80 rural migrant workers from Changsha City, Henan and Sichuan Province, by shaking hands with them and showing his concern about their work, livelihood and rights they have enjoyed. Mr. Zhou urged officials from relevant departments to handle the employment and livelihood of rural migrant workers in a planned and systematic way, gradually achieving equal treatment in remuneration payment and social security as urban residents. He also urged them to make earnest efforts to ensure their rights and look after their interests, raise the rate of signing labor contracts, and guarantee that their salaries are paid on time and in full, putting an end to unpaid wages at its initial stage. The Department of Justice and other related departments should make further efforts to ensure the rights and interests of rural migrant workers to make sure that they can get immediate assistance when their rights are infringed upon.

Project to Study System for Monitoring Food Safety Initiated in Hunan

The launching ceremony of the Study and Demonstration of Food Safety Monitoring Technique Systems in Hunan Province was held recently. It was revealed from the ceremony that the province will establish risk monitoring, pre-warning, evaluation and decision making systems concerning food safety in three years. It is the first time for the province's technical projects to eye the study in this field.

The project team will establish and improve the information data base of food safety, risk evaluation and safety warning system, and information report system to provide accurate food safety guidelines for the public and offer effective support to the government's risk control and decision making for food safety.

Food that consumers show greatest care like rice, fruits, vegetables, and pork will be ensured safe from production sources to people's consumption via the application of bar coding technique, sensing technique, network technique, etc. In addition, the team will study food poisoning check and identification techniques so that people can enjoy safe food.

Hunan Launches Campaign Against Malpractices to Guard People's Interests

News released from the Office for Rectifying Malpractices of Hunan Province told that the focus of the rectification campaign this year goes to the following 8 aspects damnifying people's interests and benefit.

Firstly, measures will be taken to eradicate arbitrary charges in education field and regularize the running of primary and middle-schools.

Secondly, efforts will be made to rectify malpractices related to medicine purchase & sale and medical services.

Thirdly, emphasis will be put on eradicating the salient problems damnifying farmers' legitimate interests.

Work will also go to prohibiting "3 arbitraries" (arbitrary setting up check points, fines and charges) and stopping overspeed and overload transport across Hunan.

Fifthly, efforts will be exerted to implement the Opinions on the Democratic Evaluation of the Operation of Stations and Institutes at Grassroot Level.

Next, the government will take measures to push forward the "4 separations" campaign to separate social associations and intermediary organizations from government organs in terms of functions, venues, personnel and finance.

Seventhly, the government will make efforts to strengthen the supervision on the usage of such special funds as social insurance fund, housing fund, fund on aiding the poverty-stricken and disaster-stricken people and fund on new rural cooperative medical scheme (NRCMS).

Lastly, the government will exert efforts to prosecute illegal activities detrimental to the masses' interests.
