Starting from 2017, all foreign trade enterprises in Hunan could enjoy simplified procedures through the national integrated clearance system, announced at the 2017 Changsha Customs Work Conference on January 23.
Since then, Hunan enterprises could declare imported or exported goods at any port’s customs office throughout the country, and pay due tax independently. After customs inspection, the enterprises could take their goods, and then go for follow-up procedures, including batch examination of declaration forms and auditing.
The new system simplifies declaration procedures, and cuts the time and costs of customs clearance, which would greatly facilitate foreign trade of Hunan enterprises. Beyond that, the system would end the situation that a kind of goods may be categorized or appraised upon different criterions at different ports.
According to Changsha Customs Office, 2017 would see a great leap of clearance efficiency. The average time for customs clearance could be further brought down by over 30%.
