The new Hunan Library groundbreaking ceremony was held at the Meixi Lake, Xiangjiang New Area, Changsha City on December 28, 2017. Hunan Provincial leaders Cai Zhenhong, Xiang Lili, and Ouyang Bin attended. Xiang Lili delivered a speech.

The new library will be built in the Xiangjiang New Area while the old one will still be put into service. Located in Shaoshan Road, the old one will mainly serve the readers in downtown areas. According to improvement plan, it will be upgraded and be functioned as a comprehensive library that offers book lending, giving lectures, holding exhibitions, conducting social education, and providing training. The new one will be built on the Meixi Lake lakeside, featuring “one library and four centers”; namely, to be the national leading provincial-level library, the Hunan provincial digital cultural resources development and utilization center, the Hunan provincial ancient books and local documents collection, protection, research, exhibition, and service center, the academic exchanges and discussion center, and the public cultural service center facilitating the Xiangjiang New Area and neighboring areas.

The new library was planned to cover a total area of about 84 acres (5.6 ha.) and a total construction area of 106,000 square meters. It is expected to put into use in 2021. Readers will get access to the library directly from the underground of Changsha Metro Line 2 and Line 6, and a public transport hub (bus terminal), which was planned to be constructed at the north side of the library.
