He Baoxiang

Vice Governor

Responsible for the works related to domestic and foreign trade; export-oriented economy; investment attraction; tourism; port; industrial and commercial administration; quality and technical supervision; economic cooperation; business affairs of Hong Kong, Macao, Taiwan, and overseas Chinese, and Taiwan affairs.

He Baoxiang, male, Han nationality, born in April, 1963, is a native of Yueyang County, Hunan Province and a member of the Chinese Kuomintang Revolutionary Committee. He began work in July, 1982. He graduated from the Central South University, majoring in Management Science and Engineering. He was an on-job postgraduate and holds doctorate in Management. He is also a senior engineer.

He is now serving as Vice Chairman of the Chinese Kuomintang Revolutionary Committee Central Committee, Chairman of the Chinese Kuomintang Revolutionary Committee Hunan Provincial Committee, and Vice Governor of the Hunan Provincial People's Government.

 

October 1978 - July 1982, student majoring in rubber manufacturing machinery in the Department of Mechanics of Beijing University of Chemical Technology;


July 1982 - June 1984, Principal in charge of scientific and technological development during the 6th Five-year Plan and assistant factory manager in Tianjin Rubber Seals Factory;


June 1984 - August 1986, Assistant to the President of Tianjin Rubber Seals Factory;

 

August 1986 - December 1987, Deputy Director of the Agriculture Committee of Yueyang County;


December 1987 - May 1989, Director General of the 2nd Light Industry Bureau in Yueyang County;


May 1989 - January 1993, County Assistant of Yueyang County;


January 1993 - September 1996, Subprefect of Yueyang County;


September 1996 - December 1997, Chairman of the Federation of Industry and Commerce of Yueyang City;


December 1997 - July 2002, Vice Chairman of the CPPCC Yueyang Committee and chairman of the Federation of Industry and Commerce of Yueyang City;

 

(September 1997 - July 1999, attended postgraduate class in Renmin University of China, majoring in Regional Economics; June 2001 – December 2001, served temporary position as vice director of Pollution Control Department of National Environmental Protection Administration)

 

July 2002 - January 2008, Chairman of the Federation of Industry and Commerce of Hunan Province;

 

(September 2000 - November 2007, majoring in Management Science and Engineering, he studied on-job postgraduate courses at School of Business of Central South University and acquired doctorate in Management)


January 2008 - September 2011, served as Vice Chairman of the CPPCC Hunan Provincial Committee and Chairman of the Federation of Industry and Commerce of Hunan Province;


September 2011 - January 2012, Vice Governor of the Hunan Provincial People's Government, vice chairman of the CPPCC Hunan Provincial Committee, and Chairman of the Federation of Industry and Commerce of Hunan Province;

January 2012 - June 2017, serving as Vice Governor of the Hunan Provincial People's Government and Chairman of the Federation of Industry and Commerce of Hunan Province (deposition in December 2016);

June 2017 - December 2017, serving as Vice Governor of the Hunan Provincial People's Government and Chairman of the Chinese Kuomintang Revolutionary Committee Hunan Provincial Committee;

December 2017 - present, serving as Vice Chairman of the Chinese Kuomintang Revolutionary Committee Central Committee, Chairman of the Chinese Kuomintang Revolutionary Committee Hunan Provincial Committee, and Vice Governor of the Hunan Provincial People's Government.

He was also member of the 12th CPPCC Central Committee.
