Vice Governor

Responsible for work concerning industry and information technology, state-owned assets supervision and enterprises’ reform, housing and rural & urban construction, civil air defense, transportation, port, electricity, communication, and seismic works.

In charge of Hunan Economy and Information Technology Commission (Provincial Administration of Science, Technology and Industry for National Defense, SMEs Administration), Department of Housing and Rural-Urban Development of Hunan Province, Department of Transportation of Hunan Province (Hunan Provincial Expressway Administration, Hunan Provincial Highway Administration, Hunan Provincial Administration of Water Transportation), State-owned Assets Supervision and Administration Commission of Hunan Provincial People’s Government, Civil Air Defence Office of Hunan Provincial People's Government, Hunan Airport Authority, Hunan Geological & Mining Organization for Non-ferrous Metals, Hunan Nuclear Geology, Hunan Non-ferrous Metals Administration, and Bureau of Coal Geology of Hunan Province.

To liaise with the Chinese Peasants and Workers Democratic Party in Hunan Province, and Hunan Socialism Institute.

To liaise with State Grid Hunan Electric Power Company, Earthquake Administration of Hunan Province, Hunan Provincial Postal Administration, Hunan Branch of China Post Group, Hunan Communications Administration, Hunan Special Communications Administration, CAAC (Civil Aviation Administration of China) Hunan Safety Authority Office, Hunan Bureau of Geology & Mining CNNC (China National Nuclear Corporation), Hunan Office of Guangzhou Railway (Group) Corporation, Hunan divisions of all civil aviation enterprises, Hunan divisions of all central construction and engineering companies, and all the Hunan branches of electricity, communication, petrochemical and other central industrial enterprises.

Zhang Jianfei, male, Han nationality, born in November, 1962, is a native of Shaodong County, Hunan Province. He began to work in August, 1983 and joined the Communist Party of China (CPC) in October, 1994. He holds a doctor’s degree in Engineering and the technical title of professorate senior engineer.

1987.7 - 1991.5, studied in University of California, Berkeley, obtained doctorate in Transportation Engineering;

 

1991.5 - 1992.8, worked as a transportation planner in Transportation Section of China & Mongolia Bureau of World Bank;

 

1992.8 - 1995.1, served as assistant chief engineer in Transport Planning and Design Institute, Ministry of Transport;
