New Basic Health Insurance Plan to Take Effect on Jan. 1, 2017

A new medical insurance system will be comprehensively implemented since Jan. 1, 2017 for both rural and urban residents, as was released at a provincial medical insurance work conference on Dec. 26, 2016. Under the new policy, all subscribers will pay the same premium and enjoy the same reimbursement rate regardless of their residency status.

Currently, Hunan has three health insurance policies: one for the urban employed, established in 1998; a new rural cooperative medical plan established in 2003; and a plan for urban unemployed, which begun in 2007. The new medical insurance programs for rural residents and urban unemployed will be merged into a single basic health insurance plan, whose biggest characteristic is the unified reimbursement scope and standards.

In August this year, Hunan Province has urged departments in charge of human resources and social security to manage such three medical insurance systems based on the State Council’s spirit on integrating the basic medical insurance system for urban and rural residents. Plans for medical insurance program of rural and urban residents were studied and formulated according to the idea of “one integration and six unification” (ie, integration of management functions, unified insurance coverage, financing policy, security treatment, medical insurance directory, agreement management, and fund management), and “Suggestions on Implementing Integration of Basic Medical Insurance Systems for Urban and Rural Residents” issued hereafter. Up till Nov. 30, all the cities and prefecture of the province have laid out implementation programs and basically completed all the related work.
