Hunan Strives to Complete Rural Cement Road Construction

On January 13, the Hunan Provincial Department of Transportation announced that, as of the end of 2018, 20,000 kilometers of cement roads have been completed in rural areas. It also plans to add another 15,000 kilometers of cement roads and its goal is to build cement roads to all villages of the province. 
 
In 2018, nearly half of the transportation budget has been devoted to rural cement road construction which will connect villages to the national transportation grid. A total of 30.3 billion CNY was invested in transportation fixed assets for fifty-one poorer counties. This accounted for 46.8% of the province's total transportation investment. Twenty-thousand kilometers of cement roads for villages were added last year, and 14,900 kilometers were added in fifty-one poorer counties, as part of the province’s poverty alleviation efforts.
 
In Shaoyang, cement road construction in villages and industrial development brought direct benefits to more than 4,000 rural villages and over 400,000 people in poorer areas. In Chenshui Village, Xinning County of Shaoyang, there are 88 registered poorer households (about 324 people). In August 2018, a 4.1 km-long cement road was completed to this village. It enables large trucks to directly access orchards and homes when it is time to harvest navel oranges, and facilitates agricultural industrialization and large-scale production. The average poorer household income increase was more than 800 CNY.   
 
Zhou Haibing, secretary of the CPC Leadership Group and director of the Hunan Provincial Transportation Department, announced that more attention will be given to the most urgent and prominent transportation issues in poorer areas, which will be at the top of the priority list of project investments. These fifty-one poorer counties plan to invest 24 billion CNY in transportation infrastructure, focusing on highway construction, trunk roads, rural roads, security projects, and the repair and replacement of decaying bridges. Cement and asphalt road construction in rural areas is the top priority and the entire system will ensure the completion of an annual target of 15,000 kilometers with the goal of connecting all villages in the province.
