Hunan’s R & D Investment in 2017 Reached a Record High

The Hunan Provincial Statistics Bureau announced on July 9 that, in 2017 Hunan’s total investment in research and development (R & D) reached 56.853 billion CNY, up 21.3% over the previous year, an increase of 7.7 percentage points. R&D intensity increased 1.64%, a growth of 0.14 percentage points. The total amount of R & D investment and the speed of growth reached a record high.
From the perspective of the use of funds, R & D investment by scientific research institutions grew rapidly. It amounted to 3.181 billion CNY, an increase of 47.5% compared with last year, an increase of 37.5 percentage points.
The R & D investment by ordinary institutions of higher learning reached 3.011 billion CNY, a 14% increase since last year, a growth of 12.8 percentage points. Such growth rates have never been seen recently. 
The status of enterprise as the main agency engaging in R & D is becoming more and more prominent. A cumulative R & D investment of 50.309 billion CNY has been made, up 20.3% over the previous year, accounting for 88.5% of the total investment on R & D in the whole province. It is 9.9 percentage points higher than the national average.
Hunan’s industrial companies above the designated scale were major participators of R & D investment. Nearly half of all large and medium-sized enterprises invested in R & D. The total amount put in was 30.724 billion CNY. Over 20% of small and micro industrial enterprises conducted R & D and invested 15.4 billion CNY. 
R & D bring in obvious profits to enterprises. Over 26.7% of these R & D enterprises have created 54.3% of the main business income, 56.2% of enterprise profit, 89.4% of new product sales revenue and 91.3% of effective invention patents.
In terms of regional differences, the urban agglomeration effect of R & D investment in the province was significant. R & D investment in the Changsha-Zhuzhou-Xiangtan city cluster accounted for 59.5% of the entire province in 2017. R & D investment in Changsha alone was 43.6%. The figures show that the Changsha-Zhuzhou-Xiangtan National Self-dependent Innovation Demonstration Zone has taken a leading role in the scientific and technological innovation of the province.
