Hunan Boosts Agricultural Water Prices Reform

Recently, 5 Hunan departments, including the Hunan Provincial Development and Reform Commission jointly issued the Implementation Plan for the Comprehensive Reform of the Agricultural Water Prices of Hunan Province during 2018 to 2019 (hereinafter referred to as "the Implementation Plan"). It lists 16 counties including Changsha County and Wangcheng District as the targeted counties (district) to carry out reform on agricultural water prices.

The sixteen counties (district) are Changsha County, Wangcheng District, Chaling County, Youxian County, Xiangtan County, Yueyang County, Xiangyin County, Longhui County, Lixian County, Taoyuan County, Taojiang County, Yizhang County, Qiyang County, Lianyuan City, Baojing County, and Cili County. The Implementation Plan states that a sound formation mechanism of water prices should be established. These places should strengthen cost supervision and examination, formulate agricultural water price adjustment plan, reasonably measure and formulate agricultural water prices in light of the factors of water supply cost, operation and maintenance cost, farmers' affordability and the establishment of subsidy mechanism, and implement the system of excess quota progressive price increase in accordance with pricing authority. And a water-saving incentive mechanism should be set up.
