Changsha Takes Measures to Simplify Cargo Clearance

The Press Office of the Hunan Provincial Government convened a press conference on January 16, 2018. The Changsha Customs announced at the conference that in 2017, the average clearance time for imports and exports within the jurisdiction of Changsha Customs shortened by more than 50%. The clearance efficiency was higher than the national average.

In 2017, Changsha Customs has taken ten steps to improve customs clearing processes. It promoted the campaign of nationwide integration of customs clearance procedures, and adopted paperless customs declaration, e-payment of taxes and fees, consolidated tax collection, and the customs clearance mode of "declaration in advance, and inspection and customs clearance upon cargo arrival". These efforts greatly reduced customs clearance time. It also conducted rapid customs clearance reform pilot in Changsha and Chenzhou on the launch of “Hunan-Guangdong-Hong Kong Express. Hunan became the first province that follows Guangdong to initiate the new mode of customs clearance.

Last year, the average clearance time for imports in Changsha Customs was 8.62 hours (the national average is 15.87 hours), a year-on-year decrease of 71.4%; for exports was 1.04 hours (the national average is 1.11 hours), cut down by 54.4%. The Changsha Customs actively cooperated with the Hunan Provincial Port Office to promote standardized construction of "single window" platform, a move to facilitate foreign trade. Since last November, the daily customs clearance rate of Hunan’s “single-window” platform is over 50%.
