Environmental Protection Tax to Be Collected Since Jan 1

According to the news released by the Press Office of the Hunan Provincial Government on December 27, Hunan will collect environmental protection tax starting from January 1, 2018. The tax will be calculated monthly. Taxpayers should be active in declaring and paying their taxes by quarter. Apart from paying the environmental protection tax, they should also bear the corresponding legal responsibility for the damage caused by environmental pollution.

The tax will be levied by local tax department. Taxpayers should declare tax strictly according to the facts and laws. They have to take responsibility for declaration authenticity and integrity. The specific date of paying the tax is the very date when taxpayers discharge taxable pollutants. When declaring, they need to report such information as categories and quantities of the taxable pollutants, concentration of air pollutants and water pollutants, and other relevant materials that are required by the tax authority. If declaring quarterly, they need to have tax declaration made and tax paid within 15 days after the end of the quarter. If declaring without thinking about a fixed period of time, they need to have tax declaration made and tax paid according to number of times within 15 days when tax occurs.

Zeng Chuliang, chief auditor of the Hunan Local Taxation Bureau said, “The pollutant drainage fee will not be collected any more if the tax of environmental protection has been paid. The applicable amount of environmental protection tax on air pollutants in our province is 2.4 yuan per pollution equivalent; and that of water pollutants 3 yuan. The taxpayers are those who run an enterprise that discharge taxable air pollutants, water pollutants, and solid waste. When paying the tax, they should make sure the pollutants are discharged in accordance with the laws and regulations made by relevant environmental protection authorities. Excessive emission of pollutants will be seriously investigated and dealt with according to the law.
