Main Responsibilities:
2. To put forward the overall objectives, major tasks, and related policies for accelerating the construction of a modern economic system and promoting high-quality development; and, to organize evaluation and supervision of major strategic plans, policies, and projects, and put forward relevant adjustment suggestions.
3. To put forward in a coordinated way the main targets of Hunan province’s national economic and social development; to monitor, forecast, and warn the macroeconomic and social development trends, and put forward macro-control policy recommendations; to comprehensively coordinate macroeconomic policies and take the lead in studying macroeconomic countermeasures; to adjust economic operation and coordinate to solve major problems in economic operation; and, to participate in formulation of fiscal and land policies.
4. To guide the promotion and comprehensive coordination of provincial economic system reform, and put forward relevant reform suggestions; to take the lead in advancing supply-side structural reforms; to coordinate and advance the reform of the property rights system and the market-oriented allocation of factors; to promote the improvement of the basic economic system and the construction of a modern market system; and, to organize the implementation of the negative list system for market access together with relevant departments.
5. To propose policies for strategies, plans, overall balance and structural optimization of Hunan’s use of foreign capital and overseas investment; to take the lead in promoting the implementation of the “Belt and Road” construction; to coordinate the work related to “go global”; and, to be responsible for the total amount control, structural optimization, and monitoring of the provincial full-caliber foreign debt.
6. To be responsible for the comprehensive management of investment, formulating provincial total fixed assets investment scale, structural control objectives, policies, and measures; and, working with relevant departments to formulate government investment project approval authority and government-approved fixed assets investment project catalog; to make overall arrangements for capital construction funds in the central and provincial budgets, and examine, approve, review, and record major projects in accordance with the prescribed authority; to plan major construction projects and productivity distribution throughout the province; to formulate and promote the implementation of policies and measures to encourage private investment. To be responsible for the guidance, coordination, supervision, and management of the implementation of the agent construction system for government investment projects; and, to guide the development of the consulting industry of engineering construction.
7. To promote the implementation of regional coordinated development strategies and major policies, and organize the formulation of relevant regional plans and policies; to coordinate the implementation of major regional development strategies at the national and provincial levels; to implement relevant policies and measures for the development of China’s western region, the rise of central China, and the development of the Yangtze River Economic Belt, and coordinate the promotion of the regional development of the “Belt and Road” initiative; to coordinate and promote the integration of Changsha, Zhuzhou, and Xiangtan City Cluster and the construction of a resource-conserving and environmentally friendly society; to organize the formulation and implementation of development plans and policies for the old revolutionary bases, ethnic minority autonomous regions, border areas, poverty-stricken areas, and other areas with special difficulties, and organize the implementation of poverty alleviation relocation; to organize the preparation and implementation of a new urbanization plan; to participate in the study and formulation of Hunan’s new urbanization development strategy and major policy measures, and coordinate and cooperate to do a good job in related work; to formulate development plans and policies for the development zones, and, to coordinate regional cooperation and counterpart support work as a whole.

To organize the formulation of comprehensive industrial policies; to be responsible for coordinating major issues in the development of primary, secondary and tertiary industries and coordinating and linking related development plans and major policies; to coordinate and promote the construction of major infrastructure, organize the formulation and implementation of development plans and major policies for the service industry and modern logistics industry; and, to comprehensively study and judge consumption trends, formulate and implement comprehensive policies and measures to promote consumption.
9. To promote the implementation of innovation-driven development strategies; to work with relevant departments to formulate plans and policies for promoting innovation and entrepreneurship, and propose policies and measures for innovative development and cultivating new drivers of economic development; to research and put forward policies and measures related to the development of industrial clusters; to work with relevant departments to plan and arrange major scientific and technological infrastructures across the province; and, to organize the formulation and promotion of the high-tech industries and strategic emerging industries development planning policies, and coordinate major issues such as industrial upgrading and the promotion and application of major technological equipment.
10. To track, study, and judge various hidden risks such as economic, ecological, resource, scientific and technological, and social securities, and put forward relevant recommendations; to undertake work related to the coordination mechanism for national security work in such key areas as economy, ecology, and resources; to be responsible for the balance of the total amount of important commodities and macro-control, put forward suggestions on the import and export control of important industrial products, raw materials, and important agricultural products, and do well in related work; and, to draw up a catalog of provincial-level reserve materials and overall development plans together with relevant departments.
11. To be responsible for the policy linkage between social development and national economic development, and coordinate relevant major issues; and, to organize the formulation of social development strategies and overall plans, coordinate and promote the construction of the basic public service system and the reform of the income distribution system, and put forward policy recommendations to promote employment and improve the coordinated development of social security and the economy.
12. To promote the implementation of sustainable development strategies, promote the construction and reform of ecological civilization, and coordinate ecological environmental protection and restoration, energy and resource conservation and comprehensive utilization; to put forward policies and measures to improve the ecological protection and compensation mechanism, and comprehensively coordinate the work of energy-saving and environmental protection industries and the promotion of cleaner production; and, to put forward energy consumption control goals and tasks and organize their implementation.
13. To formulate and organize the implementation of relevant price policies, and organize the formulation of a few important commodity and service prices and important charging standards managed at the provincial level; to monitor and analyze market price, organize the implementation of the overall price level control, and manage the prices of goods and services under the management of national and provincial listings; and, to be responsible for price cost investigation and supervision.
14. To take the lead in advancing the work of optimizing provincial business environment; to guide and coordinate provincial public resource trading platform construction, and take the lead in organizing and supervising public resource trading activities; and, to take the lead in the social credit system development, study and formulate plans, policies, and measures to promote social credit system construction, make overall plan of a unified credit information platform construction, and coordinate relevant major issues.
15. To work with relevant departments to formulate strategies and plans to promote the coordinated development of provincial economic construction and national defense construction, and coordinate relevant major issues; and, to promote the implementation of the military-civilian integrated development strategy, organize the compilation of Hunan’s national economic mobilization plan, and coordinate and organize the implementation of Hunan’s national economic mobilization work.
16. To undertake relevant specific work of the provincial deliberative and coordinating agencies on the development of the western Hunan region, optimizing the economic development environment, advancing the “Belt and Road” construction, and promoting the development of the Yangtze River Economic Belt.
17. To manage the Hunan Provincial Energy Administration.
18. To complete other tasks assigned by the CPC Hunan Provincial Committee and the People’s Government of Hunan Province.

Main Responsibilities:

To draft and organize the implementation of strategies for Hunan province’s national economic and social development, mid-term and long-term plans, and annual plan; to take the lead in organizing the construction of a unified planning system; to be responsible for the overall coordination of provincial-level special planning, regional planning, spatial planning, and development planning of Hunan province; to study and formulate relevant regulations and systems for Hunan’s national economic and social development, economic system reform, and opening up, and coordinate and resolve relevant major issues; and, to make reports on the plan of national economic and social development to the Hunan Provincial People's Congress upon entrustment by the Hunan Provincial People's Government.
2.
