Main Responsibilities:

1.To devise mid-term and long-term development plans and annual programmes for the provincial civil administration, draft local laws as well as administrative regulations and policies on civil affairs, and organize the implementation, supervision and inspection of them.

2.To register for management and inspect annually the provincial, multi-municipal and/or multi-prefectural social organizations, as well as the social organizations involving foreign countries, Hong Kong, Macao and Taiwan; to supervise and manage the nationwide social organizations commissioned by the State Ministry of Civil Affairs; to supervise the activities of the social organizations, investigate and penalize illegal activities organized by the social organizations and unregistered illegal organizations acting in the name of social organizations; to examine, approve, and oversee funds of the societies; to guide and supervise the registration and management of social organizations in the municipalities, prefectures and counties (county-level cities and districts) of Hunan.

3.To register and annually inspect Hunan's private non-enterprise entities; to investigate and penalize the unregistered private non-enterprise entities and illegal activities of the private non-enterprise entities; to guide and supervise the registration and management of private non-enterprise entities in the municipalities, prefectures and counties (county-level cities and districts) of Hunan.

4.To organize and direct activities of supporting the army and giving preferential treatment to the families of servicemen and martyrs; to verify and honour revolutionary martyrs; to give special care and preferential treatment to the people that deserve them and condole and/or compensate the government employees who died or wounded on duty (or their families); to direct the management of the public institutions engaged in giving special care and preferential treatment to disabled servicemen and family members of revolutionary martyrs; to undertake the routine work of the Provincial Leadership Office of Supporting the Army and Giving Preferential Treatment to Families of Servicemen and Martyrs/Supporting the Government and Loving the People.

5.To arrange the placement of retired army officers, demobilized compulsory soldiers, non-commissioned officers that are retired or transferred to civilian work, demobilized army officers, and retired (or resigned) army employees without military status; to guide the construction and service management of retired army officers' sanatoriums, military supply stations and reception centres for ex-servicemen; to guide the training of the personnel competent for both military and civilian services in Hunan.

6.To organize and coordinate the disaster relief efforts, investigate, collect and release the disaster information; to manage and distribute the relief funds and supplies and supervise their use; to organize and guide the disaster-relief contribution and donation; to guide the reserve and distribution of relief supplies; to instruct the victims to resume production to provide for themselves.

7.To establish and implement a system of minimum subsistence security for rural and urban residents, manage and distribute security funds allocated by the Central and provincial governments; to examine and approve the province-wide charity donations and benevolent performances; to guide social relief efforts.

8.To guide the strengthening of the grass-root political power in urban and rural areas; to direct the work of the democratic election, decision-making, management and supervision of the village boards so as to open the village affairs to the public and improve grass-root democratic politics; to guide the improvement of urban community boards, and formulate management rules on community work and services as well as policies and measures for development so as to promote the community construction.

9.To guide the management of marriages, advocate the reform of outdated marriage customs and practices, set rules on the management of matrimonial services and supervise their implementation; to undertake the registration of marriages involving foreigners.

10.To draft the master plan for the division of administrative regions; to examine and report for approval the changes in Hunan's administrative divisions at and above the township/town level; to undertake the survey, demarcation and routine management of the boundary between Hunan and adjoining provinces; to coordinate and guide the demarcation and management of the administrative boundaries between Hunan's municipalities, prefectures and counties (county-level cities, districts) as well as the settlement of border disputes.

11.To undertake the verification and approval of the naming and renaming of places within the limits of authority; to standardize the setting and management of Hunan's place-name signs; to guide the management of place names in Hunan's municipalities, prefectures and counties (county-level cities, districts); to set up and manage the archives of the place-name information.

12.To draft development plans for provincial public welfare; to guide the construction and management of public welfare services; to set up standards for Hunan's welfare facilities, and undertake the confirmation, verification and approval of province-level welfare services and those related to foreign countries, Hong Kong, Macao and Taiwan, or overseas Chinese; to undertake the administration of protecting the rights and interests of such special underprivileged groups as senior citizens and orphans; to guide the protection of the rights and interests of the disabled; to draft policies on supporting and protecting public welfare production; to confirm, verify and approve public welfare enterprises.

13.To study and present plans and quotas for issuing welfare lottery tickets, and measures to manage the tickets; to organize and guide the issuance of welfare lottery tickets; to manage the provincial welfare funds; to guide and supervise the management and use of the provincial welfare funds.

14.To guide and supervise the implementation of state laws and regulations on the reform of funeral and burial services, and push forward the reform.

15.To guide and supervise the implementation of state laws and regulations on child adoption; to register child adoptions involving foreigners, and guide child adoptions across Hunan, and those involving overseas Chinese and Hong Kong, Macao and Taiwan citizens.

16.To offer shelters for the homeless and send them back to the places of their origin; to guide the construction of such shelters; to coordinate the work of sheltering and returning the homeless, which involves several provinces or municipalities, prefectures and/or counties (county-level cities, districts) across Hunan.

17.To handle finances of civil administration, as well as the management and statistical work of state assets; to guide and supervise the management and use of civil administration expenses.

18.To undertake other assignments entrusted by the Provincial Party Committee and People's Government.
