Main Responsibilities:
1.To implement state guidelines, policies, laws and regulations concerning judicial administration; to develop mid-term and long-term plans and annual programmes for Hunan's judicial administration and supervise their implementation.


2.To participate in drafting relevant laws, rules and regulations on behalf of the Provincial People's Congress and People's Government and, in conjunction with relevant departments, supervise and inspect their implementation; to direct the foreign affairs in the judicial administration.


3.To guide and supervise the execution of criminal punishment and the reform of offenders; to direct prison management, and oversee the Provincial Administration of Prisons.


4.To guide and administer the programme of rehabilitation through labour; to administer the Provincial Administration of Rehabilitation through Labour.


5.To make plans for publicizing and disseminating common legal knowledge and for the rule of law, and organize their implementation; directing efforts in the rule of law in various places and all walks of life.


6.To direct and supervise the practice of lawyers and legal counsellors, and legal aid efforts, and administer legal services in society.


7.To direct and oversee institutions of public notarization and their operations.


8.To direct the people's mediation work, judicial administration assistants, grass-root judicial administration offices and grass-root legal services; to participate in the overall maintenance of social order.


9.To assist relevant departments in the placement and education of ex-convicts and persons who have completed their correctional programmes.


10.To direct the work of the provincial Law Society, Bar Association and Notary Association.


11.To take care of arbitration registration, and direct the judicial forensic services for the society.


12.To direct the contingent development, ideological and political work within the judicial administration system; to direct and manage police affairs, the evaluation and authorization of police ranks within judicial administration system; to assist the municipalities and prefectures directly under the Provincial Government to administer senior officials in local bureaus of justice.


13.To direct and administer the planning of financial affairs as well as guns, ammunitions, uniforms, vehicles and other materials and equipment of the judicial administration.


14.To undertake other assignments entrusted by the Provincial Party Committee and People's government.


Internal Organizations:
The Department consists of ten offices (including the Office of Organizational Officials of Political Department, Office of Police Affairs, and Office of Education and Training) according to the above job descriptions:


1.General Office: responsible for the global management, inspection and supervision of the departmental affairs; to assist the leadership with the daily routines of the Department; to conduct investigations and research on Hunan's judicial administration; to draft mid-term and long-term plans and annual programmes for judicial administration; to draft and review the general documents and reports; to collect, analyze and provide feedbacks on all sorts of judicial administration information; to handle bulletins, news reports, documents and archives, letters and visits, statistics, confidential and secrecy work, mail delivery and printing; to guide the construction of information network in Hunan's judicial administration system.


2.Policy and Regulation Office: to participate in drafting relevant laws as authorized by the Provincial People's Congress and People's Government; to organize the formulation of local laws and regulations on judicial administration; to participate in inspecting the law-enforcement efforts in the judicial system; to handle cases of administrative review and pleading of the Department; to conduct theoretical investigations and research on legal policies; to take care of arbitration registration and direct the judicial forensic services for the society.


3.Legal Publicity Office: to make plans for publicizing and disseminating common legal knowledge and for the rule of law, and organize their implementation; directing efforts in the rule of law in various places and all walks of life; to direct with relevant departments the legal publicity efforts; to handle the daily routines of the Leadership Office of Governing the Province by Rule of Law of Hunan Province.


4.Lawyers' Affairs Administration: to draft work plans and management regulations for lawyers across Hunan; to organize and direct the National Bar Examination, and be responsible for the examination and authorization of the lawyer's qualification; to undertake with relevant departments the professional title evaluation of Hunan's lawyers; to direct and supervise legal counselling services for government institutions and enterprises, and the legal services in society; to examine the establishment and cancellation of lawyer's firms, manage and annually inspect and register the business licence of the lawyer's agencies and their practitioners; to inspect and supervise the practices of the lawyer's agencies and their practitioners, and punish their offences and illegal acts.


5.Public Notarization Administration: to draft work plans and management regulations for public notaries across Hunan; to organize and direct the National Examination of Public Notaries, and be responsible for examination and authorization of the public notary's qualification; to undertake with relevant departments the professional title evaluation of Hunan's public notaries; to examine the establishment and cancellation of public notary services, manage and annually inspect and register the business licence of the public notary services and their practitioners; to inspect and supervise the practices of the public notary services and their practitioners, and punish their offences and illegal acts.


6.Gross-root Affairs Office: to direct the people's mediation work, judicial administration assistants, grass-root judicial administration offices and grass-root legal services; to participate in the overall maintenance of social order; to direct and manage the legal service hotline 148; to undertake the daily routines of the Provincial Leadership Office of Placement and Education of Ex-convicts and Persons Who Have Completed their Correctional Programmes.


7.Finance and Equipment Office: to draft budgets and final accounts of the judicial administrative expenses allocated by the State and the province; to administer guns, ammunitions, uniforms, vehicles and other materials and equipment of the provincial judicial administration; to conduct general administration and supervision over the financial affairs of the government institutions directly under the Department, and over the state assets and infrastructures of the prisons and correctional institutions directly under the Department; to handle the finance, administration, logistics and security of the Department; to manage the Department's state assets.


8.Political Department: to direct the contingent development, ideological and political work within the judicial administration system; to undertake the personnel management and organization of the Department and its immediate subordinates, and handle labour and social securities affairs of them; to assist the municipalities and prefectures directly under the Provincial Government to administer senior officials in local bureaus of justice; to direct and manage the education of the officials, professional training, and academic educations such as the regular education, radio & correspondence education, and adult education of the secondary and tertiary levels in the judicial administration system; to handle police affairs and the evaluation and authorization of police ranks; to undertake with relevant departments the professional title evaluation in the Department's immediate subordinates.

 

The daily routines of the Political Department are undertaken by the Office of Organizational Officials of Political Department, Office of Police Affairs, and Office of Education and Training respectively.
