1.To implement state guidelines, policies and regulations on foreign and overseas Chinese affairs; to draft provincial regulations and work plans pertaining to foreign and overseas Chinese affairs, supervise and inspect their implementation; to examine policies concerning Chinese abroad, returned overseas Chinese and their families, made by relevant departments and municipalities and prefectures of Hunan, and submit them to the Provincial Government for approval; to coordinate major foreign and overseas Chinese activities and related affairs.
2.To investigate foreign and overseas Chinese affairs with respect to Hunan's economic construction and opening-up in order to provide the Provincial Party Committee and People's Government with comments and suggestions for their decisions on these affairs.
3.To coordinate the business contacts and associations, under the guidance of Hong Kong and Macao Affairs Office of the State Council, between the provincial departments, various municipal and prefectural governments with Hong Kong and Macao, in accordance with the "One county, Two systems" principle and relevant state guidelines and policies; to provide comments, suggestions and assistance for relevant affairs forwarded by Hunan's institutions stationed in Hong Kong and Macao.
4.To examine foreign-related documents submitted to the Provincial Party Committee and People's Government for approval; to report to higher authorities for approval the visits to foreign countries by senior officials of the Provincial Party Committee, People's Government, People's Congress and Political Consultative Conference, and the invitation of foreign officials equivalent to the incumbent Chinese (vice-) provincial governors, and officials of or above vice-ministerial level to visit Hunan; to examine and approve, as authorized by the Central Government, temporary official visits to other countries by Hunan officials at or below the county level, and the invitation of visits by their foreign counterparts; to examine temporary official visits to other countries by officials at the provincial department or bureau level, and the invitation of visits by their foreign counterparts, and report to the competent leaders in charge of foreign affairs for approval; to present documents of approval for the afore-mentioned officials; to apply passports and visas for Hunan's officials who are going abroad on business, and handle correspondences of visa notices and other consular affairs for foreigners invited to Hunan; to examine and report for approval visits by officials going to Hong Kong and Macao on business, and obtain the Exit-entry Permit for Travelling to and from Hong Kong and Macao; to deny passports and visas to delegations and officials in violation of regulations and/or caught cheating, and refer them to relevant departments for disposition.
5.To keep in touch with foreign embassies and consulates in China and Chinese embassies and consulates abroad; to assist relevant departments to administer Hunan's agencies and resident correspondents abroad; to organize receptions of visiting state guests, Party guests and other important foreign guests; to organize receptions of visiting foreign diplomatic officials to China; to coordinate and arrange foreign-related activities of leaders of the Provincial Party Committee, People's Government, People's Congress and Political Consultative Conference, and their meetings with overseas Chinese, and celebrities from Hong Kong and Macao.
6.To acquire information about and examine the whereabouts and acts of Hunan's delegations and officials abroad on business; to collect information on a regular basis of official visits abroad and incoming visits by foreigners to Hunan, and submit reports to the Provincial Party Committee, People's Government, State Ministry of Foreign Affairs, and Central Foreign Affairs Office regularly.
7.To oversee Hunan's friendly exchanges with sister provinces, states, cities and counties in other countries; to report for approval the establishment of friendly ties with other countries, and guide Hunan's non-governmental foreign exchanges.
8.To manage together with relevant departments foreign affairs and related activities on Hunan's ports.
9.To administer foreign and Hong Kong, Macao journalists coming to Hunan for reporting; to instruct relevant departments and institutions to make proper arrangements for their reporting activities; to administer foreign news agencies and resident correspondents in Hunan according to regulations made by the State Council and relevant departments.
10.To address, or assist relevant departments to handle, important affairs concerning the administration of foreigners; to provide guidance on foreign and overseas Chinese affairs in various departments and places.
11.To work with publicity departments of the Provincial Party Committee to strengthen the publicity efforts toward foreign countries as well as Hong Kong and Macao, and popularize the information about foreign affairs; to provide all departments with information and brochures about the international situation, foreign policies, major world issues and Hong Kong, Macao affairs as well as our position and points of view according to the circulars and documents by the Central Party Committee, the State Council, and the competent department at a higher level; to help examine and approve major foreign-related reports and other files.
12.To initiate publicity efforts towards and cultural exchanges with overseas Chinese, associate with their cultural societies and support their work according to relevant guidelines and policies of the Central Party Committee; to protect the legitimate rights of returned overseas Chinese and their families, and the overseas Chinese' legitimate rights within China; to handle affairs concerning the returned overseas Chinese and their families, and contact the VIPs of the Chinese abroad; to assist relevant departments in the personnel arrangement and other service work for returned overseas Chinese and their families.
12.To implement guidelines and policies concerning the donation, remittance and families of overseas Chinese and enterprises funded by them; to work with relevant departments to handle their donations; to render support to the poor and needy of the returned overseas Chinese and their families.
13.To work with relevant departments to facilitate the settlement of the returned overseas Chinese, and help compatriots from Hong Kong and Macao to live permanently with their families here in Hunan; to work with relevant departments to handle Taiwan affairs in the same way as handling overseas Chinese affairs.
14.To implement the Regulations Governing Foreign-Related Personnel, and instruct relevant officials and personnel in observing policies and rules for handling foreign affairs; to organize training programmes to familiarize the officials with policies and practices pertaining to foreign and overseas Chinese affairs; to assist departments of discipline inspection & supervision and departments of confidential missions in examining the observation of the disciplines for foreign affairs and confidentiality rules; to provide relevant departments with comments and suggestions on how to handle cases in violation of these disciplines.
14.To guide and assist the management of foreign/overseas agencies and personnel in Hunan, and select diplomatic and service workers for Chinese embassies and consulates abroad.
15.To work with relevant departments to review the professional qualification of the technical titles in translation.
16.To undertake other assignments entrusted by the Provincial Party Committee and People's Government.
