Hunan’s FDI Paid-in Value Up 11.1% in 2016

Overall investment of Hunan Province maintained a general growth in 2016, with a paid-in value of foreign direct investment (FDI) amounted to 12.85 billion USD, up 11.1% year on year. The number of newly approved and filed foreign-funded enterprises reached 661, 43 of which were newly established after they were put on record, a year-on-year increase of 17.6%. The contractual foreign investment was 20.636 billion USD, growing at a rate of 74.5%. There were 5377 paid-in domestic investment projects in Hunan last year, up 9% year on year; with an actual paid-in value of 436.18 billion yuan, an increase of 15% yearly.

Progress of the negative list management on foreign investment was also introduced by Xu Xiangping, director of Hunan Provincial Department of Commerce. Since implementation of the negative list management of foreign investment, more than 93% of the foreign-invested enterprises have been handled through filing. Compared with the former case-by-case examination and approval system, such management has reduced paper waste for 90%, and the processing time was reduced from 15 working days to 3 working days. These changes greatly enhanced the enthusiasm of foreign investors. New foreign enterprises have been increased for 10% in 2016.
