Xiangtan High-Tech Industrial Development Zone

 

Xiangtan High-Tech Industrial Development Zone (hereafter referred to as high-tech zone) was established in 1992. It is a key provincial level, high-tech zone with a planned area of 25 square km. Since the past 15 years, the high-tech zone, under the integral requirements of "Developing High Technology, and Realizing Industrialization" and the guideline of "Independent Innovation, Characteristic Industry, Sino-German Collaboration, and Zone with Elaborate Works", it has become a key base with active technology innovation, outstanding industrial characteristics, and quick zone economy development in Xiangtan City, and Hunan Province. At present, it is making an effort to integrate the resources of the Zone for approval as a national, high-tech, industrial development zone. Over the past 15 years, the accumulated investment from the high-tech zone has reached 20,000 million yuan, and the developed area has reached 6.9 km2. In 2006, the newly registered enterprises in the high-tech zone were 35, and industrial enterprises were 240, including 103 high-tech enterprises. The total income from technology, industry and trade was 36,000 million yuan, gross industrial output value was 31,700 million yuan. While the production value from high-tech industries was 17,900 million yuan, the revenue and export for foreign currencies were 1,700 million yuan, and 370 million yuan respectively.

 

The space layout of the high-tech zone is from the second circle line of the city, forming a frame of One Zone and Three Parks, where Xiangtan (Germany) Industrial Park mainly deals with environmental protection, electromechanical industry, and modern logistics; the New Materials Industrial Park mainly deals with new energy materials and fine chemical industrial materials, as well as with special refractory materials and new metal materials. Jiuhua Industrial Park mainly deals with vehicles and equipment, as well as spare parts production.

 

German Industrial Park, with a planned area of 415 hectares, is in south of the central area of Xiangtan City, where the parts for industrial development, Torch Innovation and Business Establishment Park, integrated supporting facilities, roads and other are 297 hectares, 25 hectares, 29 hectares and 33 hectares, respectively. There are 88 registered enterprises there, so far; including 13 Sino-German collaboration and jointly-funded projects, and 38 more German enterprises are under negotiation for registration in this zone. It is estimated that more than 30 German-funded projects, with an annual gross industrial output value of more than 15,000 million yuan, and total income of more than 30,000 million yuan, from technology, industry, and trade will be introduced in this zone. The Xiangtan National Torch Innovation and Business Establishment Park, under construction, is an innovative cooperation platform sponsored by the Ministry of Science and Technology of China, the Hunan Provincial Department of Commerce, and Xiangtan Municipal People's Government. Its total area and gross building area are 368 mu and 250000 m2 respectively, the investment for which is 360 million yuan. High-tech enterprises, research & development institutes, intermediary organs, as well as enterprise incubators with different investors and fields, will be introduced and established in this zone. These will be the carriers for integrating the technology resources of the high-tech zone, and the registered enterprises in the zone, to share technology resources. The Innovation Building, the main part of the first symbolic project, with a 97 million yuan of investment, will soon be completed and ready to be put into service.

 

Xiangtan (Germany) Industrial Park was appraised as the advanced unit of the provincial key building works in 2006; It has been listed by the Ministry of Science and Technology of China as the Test Base of International Science & Technology Cooperation, and the State Environmental Protection Administration has also approved it, preliminarily, as the Environmental Protection Industry Base. It, together with Jiuhua Industrial Part, has become the core zone of the Special Industrial Base of mechanical-electrical integration of Xiangtan, within the State Torch Program. The New Materials Industrial Park has become the national demonstration base for science & technology achievements transformation, and one of the 14 fine chemical industrial bases of our country.
