Resident Income

 

Hunan's per capita income for all 13 cities and one prefecture rose notably in 2017.

 

The National Statistics Bureau Hunan Survey Office released its survey result of per capita income and expense, and living conditions for each city and county. Changsha, Zhuzhou, Xiangtan, and Hengyang resident's disposable income was higher than the provincial average. Huaihua, Zhangjiajie, and the Xiangxi Autonomous Prefecture was less than 70% of the average.

 

Hunan's per capita disposable income surged in 2017. In 2017, the annual per capita disposable income of population in the province was 23,103 yuan, up by 9.4% or a real increase of 7.9% after deducting price factors, whose median was 19,628 yuan, up 8.5%. The annual per capita disposable income of urban residents was 33,948 yuan, up by 8.5% or a real increase of 6.8% after deducting price factors, whose median reached 31,600 yuan, up 8.7%; the annual per capita disposable income of rural residents was 12,936 yuan, up by 8.4% or a real increase of 7.2% after deducting price factors, and its median was 11,877 yuan, an increase of 7.6%. The ratio of urban and rural residents’ income was 2.62:1, the same as last year. 

 

Changsha topped the list with 41,131 CNY, breaking the 40,000 mark for the first time and increasing 8.8% over last year. Zhuzhou ranked second with 31,234 CNY, increasing by 8.6%. Chenzhou, Changde, and Yiyang exceeded 20,000 CNY for the first time, respectively 21,527 CNY, 20,548 CNY, and 20,035 CNY, ranking 6th, 7th, and 8th in the province.

 

Though lowest in the province, Huaihua, Zhangjiajie, and Xiangxi's per capita disposable incomes had growth rate of more than 10%.

Resident Consumption

 

In 2017, the per capita consumption expenditure of population in the province was 17,160 yuan, up by 9% over the previous year, or a real increase of 7.5% after deducting price factors. The per capita consumption expenditure of urban residents was 23163 yuan, an increase of 8.1%, or a real increase of 6.4% after deducting price factors; and that of rural residents 11534 yuan, an increase of 8.5%, or a real increase of 7.3% after deducting price factors. The ratio of expenditure on food to the total consumption expenditure of households (Engel’s coefficient) was 29.2%, down by 1.4 percentage points over the previous year. It was 28.4% for urban households and 30.5% for rural households.

 

Social Securities

 

In 2017, a total number of 751 thousand new jobs were created in urban areas. The total number of migrant workers reached 17.764 million, up by 1.8% over the last year. At the end of the year, the number of people participating in urban basic pension programs for staff and workers was 12.794 million, a year-on-year increase of 755000. Of the total, 8.566 million were staff and workers, and 4.228 million were retirees. A total of 69.063 million people participated in urban basic health insurance programs, including 8.672 million urban staff and workers and 60.391 million urban residents. A total of 5.638 million people participated in unemployment insurance programs, an increase of 263000 and a total of 7.828 million people participated in work accident insurance programs. The number of people participated in maternity insurance programs totaled 5.619 million. 

 

By the end of 2017, 146000 staff and workers received unemployment insurance benefits. The total expenditure of lowest subsistence allowances was 3.48 billion yuan for 766 thousand urban residents and 3.78 billion yuan for 1.249 million rural residents. At the end of 2017, adoption agencies of various kinds provided 291000 beds, adopting 158000 people. The province had 15195 various community service facilities, among which 6565 were comprehensive community service centers. A total of 8.9 billion yuan worth of social welfare lottery tickets was sold, raising 2.5 billion yuan for social welfare. By the end of the year, 231 thousand rural decrepit houses were renovated. Water safety guarantee has been made to 1.531 million more people in rural areas and 32 thousand poverty-stricken people were resettled.
