Resident Income


In 2014, the annual per capita disposable income of population in the province was 17,622 yuan, up by 10.1 percent, an 8.0 percent growth in real items after adjusting for inflation; the annual per capita disposable income of urban residents was 26,570 yuan, up by 9.1 percent, a 6.9 percent growth in real items after adjusting for inflation; the annual per capita disposable income of rural residents was 10,060 yuan, up by 11.4 percent, a 9.9 percent growth in real items, after adjusting for inflation.


Resident Consumption


The per capita consumption expenditure of urban residents was 18,335 yuan, an increase of 8.7 percent; and the per capita living expenditure of rural residents was 9,025 yuan, an increase of 15.2 percent. The ratio of expenditure on food to the total consumption expenditure of households (Engel's coefficient) was 30.5 percent for urban households and 34.3 percent for rural households.


Social Securities


In 2014, a total number of 827 thousand new jobs were created in urban areas. At the end of the year, the number of people participating in urban basic pension programs for staff and workers was 11.183 million, a year-on-year increase of 266,000. Of the total, 7.694 million were staff and workers, and 3.489 million were retirees. A total of 22.984 million people participated in urban basic health insurance programs, including 8.078 million urban staff and workers and 14.906 million urban residents. A total of 5.095 million people participated in unemployment insurance programs, an increase of 478,000, a total of 7.48 million people participated in work accident insurance programs, an increase of 170,000 and a total of 5.376 million people participated in maternity insurance programs, an increase of 18,000. A total of 32.84 million rural residents registered in new rural social old-age insurance programs and 47.965 million (excluded Changsha residents) rural residents participated in new rural cooperative medical service programs with a participation rate of 99.3 percent. By the end of 2014, 141,000 staff and workers received unemployment insurance benefits.


The monthly per-capita allowance of urban residents living on minimum government subsidy was 360 yuan with a monthly assistance reaching 266 yuan, and that for the counterpart in rural residents was 204 yuan, with a monthly assistance reaching 120 yuan. The total expenditure of lowest subsistence allowances was 4.37 billion yuan for urban residents and 4.21 billion yuan for rural residents.


At the end of 2014, adoptive social welfare units of various kinds provided 184,000 beds, adopting 137,000 people. The province had 7,714 various community service facilities, among which 2,585 were comprehensive community service centers. A total of 7.29 billion yuan worth of social welfare lottery tickets was sold, raising 2.01 billion yuan for social welfare and received 190 million yuan from direct donations. By the end of the year, 3,686,000 rural dwellers had access to clean water. 169 county-level nursing homes were expanded or renovated. 117,000 rural households were supported to deal with their housing problems.
